I was informed by a member its hard to scroll back to the top and she told me about this plug in,if you look to the right of the forum you will see a black box with a white arrow in it,if you click it it will take you back to the top without scrolling.

I think this is already part of Proboards. I don't have a plugin installed, but I see a smaller version of this on my forum. That's interesting.

I don't see it at all now. Did it disappear when the social links went in, even though they're on the opposite side of the page?

I don't see it at all. It would certainly be a very handy gadget if it worked.
You could try temporarily making the entire forum a bit narrower, and see if that cures the problem. Alternatively try turning off the social media links, or moving them to the other side if that's possible.

The 'back to the top' button is usually on the right side of the board, at least that's what I've seen with all other proboards. I'm wondering if you can't have two side elements at the same time?

On a PC or laptop, just press the Home or End keys, which are usually above the Up/Down/Left/Right arrow buttons.
Home takes you to the top of the page, and End takes you to the bottom.
